The contribution revenue is recognized only if the beneficiary has an unconditional right to the cash flows associated with the contribution.  

The contribution revenue is recognized at the time when the right to the associated cash flows is established. The amount is measured is the present value of the expected cash flow.

If the contribution is conditional, the revenue is not recorded until it becomes unconditional.

If the revenue is unconditional, it is recorded as soon as the contribution is made at the present value of the future cash flows.
