This is clasical economic case of demand exceeding supply under market conditions which aren't factored in. The prices are set by governing body which cause sudden spike in demand and hence the demand exceeds supply causing the space for parking cycles to be limited.

An additional increase in prices will force many students to dind an alternative and hence buyers will decrease and so will demand such that demand can be met by existing supply.

Thus with rise in price the aggregate demand curve shifts leftwards due to lower demand.
