Given that,

variance = \sigma2 = 7.29

Population standard deviation = \sigma = \sqrt{} \sigma2 = \sqrt{} 7.29 = 2.7

Margin of error = E = 0.28

At 90% confidence level the z is,

\alpha = 1 - 90%

\alpha = 1 - 0.90 = 0.10

\alpha/2 = 0.05

Z\alpha/2 = 1.645

sample size = n = [Z\alpha/2* \sigma / E] 2

n = [1.645 * 2.7 / 0.28]2

n = 251.61

Sample size = n = 252
