  0.467 moles in 1 L of solution = 0.467 M

Mass of 1 L ( 1000 mL) = 1230 g

mass of HCl = 0.467 mol x 36.461 g/mol = 17.02 g

mass water = 1230 - 17.02 =1212.9 g = 1.2129 Kg
molality = 0.467 mol/ 1.2129 = 0.385 .... option a is correct
