A married person, paid monthly has 2 dependents. If their monthly wage is $2,009, how much is withheld if Federal taxes based on the charts in Pub 15?

As per Publication 15, A married person qualifies for more allowances (in volume) one each for person and the spouse and the children. Therefore the more allowance we claim less will be withheld from the person's taxes.

But for a married filing the Tax return jointly gets a deduction of $24,400 in 2019 therefore there will be no Tax withholding as per federal taxes based on the charts in Pub 15 because total yearly Income will be $24,108 which is less than that of deduction limit.
