Here it's talking about the access to different health care services like medicines , tests etc . For example some of the patent medicines are not made available to the people because patent drugs are sold only when the government gives the right to sell the patent drug and this is done to protect the patent drug from being copied by others in the market and hence is kept for further innovation .
