Because it means the physician having awareness regarding that drug, but not having confident, and he is having doubt on that drug, so that time he can not prescribe the drug.

So he must have knowledge regarding that drug and confident, and patient and doctor can feel comfortable, and the drug has been approved to give medicine.

So that the answer is third one.
