For principal quantum number n = 5

azimuthal quantum number (l) from 0 to 4 (that is 0 to n-1)

and l=3 is in between 0 to 4

magnetic quantum number must be -4 to +4 so m​​​​​​l = -3 is in between -4 to +4

Spin quantum number m​​​​​​s value can be +1/2 or -1/2. So here it is +1/2

So all the conditions are satisfied hence it is possible.
