At given point (0,3) we can consider a test charge (always positive). Now source charge - 5.0 nC is at origin. Electric field must be towards (inward) negative source charge. Hence electric field point in negative y direction.

It can be understand another way test charge +ve is attracted towards -ve source charge and direction of electric field is towards -y axis.
