4- No, Red cabbage juice can't be used to determine the strength of acids and bases. It only shows if the solution is an acid or base just from its color change in that solution.

Indicators are used in acid base titration to check the acicdity or basicity of a solution. These check is done through the color change of the indicator in solution. Now scientists use different solution as indicators. One of them in Red cabbage.

The general cabbage juice is slightly purple in color. This cabbage juice has a pigment called  anthocyanin . This anthocyanin when comes in contact with an acidic medium, it changes its color to Red and when comes in contact with basic medium, changes its color to green. So from this color change we can say if the solution is acidic or basic.

But it is like a household method just to determine the nature of the solution. The exact strength of the acidity or basicity can't be determined by red cabbage juice.

5- Now the cabbage juice indicator and litmus both has only 2 color change process. i.e they show color for an acid which has a pH range from 0-7 and another color for base with a pH -range from 8-14.

But the accurate pH and the corresponding color regarding a particular pH can't be obtained from these indicators. So these indicators are only useful just to know the chemical environment of the solution but not its strength.
