The difference between the positive and the normative statement is that the positive statement deals with the question of 'what is ' and the normative statement deals with the question of 'what ought to be'. A positive statement is a statement of fact while the normative statement is value based and subjective. The positive statement can be tested and proved while the normative statement cannot be.

Here the first statement is a normative statement this is because it cannot be tested, the second statement is positive statement and this is because the statement can be tested.
