there are 8 Co atoms at corners
effectiveness of corner is 1/8
So,
total number of Co that are complete part of cell = 8*1/8 = 1

Both O atoms are completely inside the cell

so,
total number of O that are complete part of cell = 2

Hence, the empirical formula is:
CoO2
