Ans: Difference between substantive & procedural due process: a substantive due process claim examines the justification underlying the law. One who raises a substantive due process challenge is complaining that the law should be voided for everyone. A procedural due process claim challenges the decision of the government to apply law or policy to a specific individual in such a way as to deprive that person of life, liberty or property without proper notice and an opportunity to be heard.
