Solution :-

When the ethyl acetate acetate is reacted with the base then it forms the carbanion at the methylene group flanked between two carbonyl and then it reacts with the alkyl chloride to replace the Cl

Then base hydrolyses the ester to carboxylic acid and decarboxylation takes place by the remocal of CO2
