a) The percentage increase in tuition from 2008-09 to 2012-13 can be calculated as follows:

[(rate of tuition in 2012-13 - rate of tuition in 2008-09) / rate of tuition in 2008-09] x 100

= [(5181 - 3812) / 3812] x 100

= (1369 / 3812) x 100

= 35.91% is the answer.

b) The percentage increase in tuition from 2011-12 to 2012-13 can be calculated as follows:

[(rate of tuition in 2012-13 - rate of tuition in 2011-12) / rate of tuition in 2011-12] x 100

= [(5181 - 4905) / 4905] x 100

= (276 / 4905) x 100

= 5.62% is the answer.
