Assumption of Normality means that the sampling distribution of the mean is normal or that the distribution of means across samples is normal or data roughly fits a bell shaped curve before running certain statistical tests or regression.

The Mann-Whitney U test is used to compare differences between two independent groups when the dependent variable is either ordinal or continuous, but not normally distributed. So to carry out mann Whitney test, data should not meet assumption of normality as It depends on the weaker assumption that the median is a useful way to characterize the data. So If it is conducted on data with normal distribution, results will not be valid.
