If one particular voter is a critical voter in many different winning coalitions, then does it follow that that voter has more power than another voter who is a critical voter in only one or two winning coalitions? One way to quantify this idea of power requires that we examine all winning coalitions and count the number of times each voter is a critical voter. The Banzhaf power of a voter in a weighted voting system is the number of winning coalitions in which that voter is critical. If we add up the Banzhaf powers of all voters in a voting system, then the total is called the total Banzhaf power in the weighted voting system. An individual voter’s Banzhaf power index is the ratio of the voter’s Banzhaf power to the total Banzhaf power in the voting system.
