The Rhode Island State Constitution, in Article VII, specifies that commencing in 2003, there are to be 75 state representatives. Prior to the year 2003, the number of representatives was set at 100. Normally, representatives are allocated to districts on the basis of population. Suppose the apportionments are allocated by county rather than by district. According to the U.S. Census Bureau, the approximate 2001 population of Rhode Island was 1,058,920. Rhode Island has five counties for which populations are provided in the following table.
