Solution:

Population standard deviation = 19.8

Margin of error = 1

Alpha =0.1

Alpha/2 =0.05, Zalpha/2 = 1.96

Margin of error = Zalpha/2*SD/sqrt(n)

1 = 1.96*19.8/sqrt(n)

n =(1.96*19.8)^2 = 1506
