I have to write a one page paper on the article about the "Judge rules in favor of OCR and requires a Texas cancer center to pay $4.3 million in penalties for HIPPA violations" I have to give mu opinion and thoughts on why this happened, how it could have been prevented and who if anyone is to blame for this.

A civil money penality of $4.3 million was paid to Office for Civil Rights(OCR) by the University of Texas MD Anderson Cancer Center. This was paid due to HIPAA violation. The main for this to happen in the center was because of unencryption of the patient data or records ,lack of residence in maintaining and securing the laptop from theft. This has lead to the threat of privacy and confidentiality of 33500 patient's personal health records.The best way it could have prevented is by encrypting the patient records .Encryption prevents stealing of confidential information because it is cyber secured and needs a lot of technical effort and skill to hack it.Though the residence is to be blamed for the theft but it is the hospital management or administration to provide devices which are secured and cannot be misused.
