Tax Revenue Recognized in Calendar Year 2019 = $5000000. Because $5000000 is levied for year 2019 and it should be shown as Revenue for the year 2019. Regarding the amounts of $200000 and $300000, they should be shown as Provision for doubtful debts in year 2019 and transfer in bad debts account in year 2020 if both the amount not received in Year 2020 also.
