5) seismic sensors : 5/5.6 = 0.8929

6) drones : 26/12.8 = 2.03

Thus we see that:

The activity with lowest cost effectiveness ratio is fence.

The activity with highest cost effectiveness ratio is drones.

The total cost is 4.4 + 42.1 + 14.2+ 8 + 5.6+ 12.8 = 87.1 million dollars.
