Total expenses for treating patient for 15,000 nursing hours is $ 525,000

Per nursing hours expenses for treating patient = $ 525,000/ 15,000 = $ 35

Per patient total time of nursing hours exhausted = 4 hours

( 1.40 + 1.00 + .60 + 1.00) hours = 4 hours

So, activity rate for treating patient = $ 35  X 4 hours = $ 140
