Rule of a man is nothing like a kingdom system, which was there for centuries back. But now all the nations are running on the pillars of democracy only. The ancient system was completely abolished now. If the rule of single man is dominates the legal system, then law and order in the place of nation may not function in its way. It will be resulted in failure of the government and law order system. The people do not concern about the laws of government, but only focus on the orders of the person.
In my opinion the rule of law is better than the rule of man. Because, the laws were prepared by the nations' legislative councils, they were prepared by the members who directly elected by citizens of the nation, hence, they mainly focus on the well being of nation. If it is the system of one man rule, in most of the cases, the ultimate benefit will be to the single person or group of people but not majority of the people.
