Octet rule says that for an element to be stable, it should have 8 electrons in its valence (outermost) shell.

A single covalent bond is formed by a pair of shared electrons between two atoms.

The element Arsenic (As) is in group 5A which means it has 5 valence electrons. So to complete its octet (8 electrons in its valence shell), it has to share three of its electrons with another element/elements. So it is expected to form three covalent bonds (three shared pairs of electrons) in order to obey the octet rule.

Fluorine (F) is in group 7A, which means it has 7 valence electrons. So it can share 1 of its electrons to complete its octet. In order to form only single bonds with only one atom of Arsenic (As), there have to be three fluorine atoms. So the formula of the compound thus formed would be AsF3.
