Mission should come first.
This is the idea of capacity, resource, and procedure. Once a person knows about his strength of doing an act, he then can start thinking about future destiny – called vision. Therefore, a vision indicates in broader sense where mission is just for beginners.
Example: Suppose a person has little money and a room to start a business. His mission is to find a suitable business by searching (such as retailing, printing, grocery shop, etc.). Once he finds so and starts doing into the act, he then can think about the future of this business and its growth, called vision.
Note: Vision should not come first, because dreaming about anything without knowing the capacity is worthless.
