CO2 is a non polar molecule so is liquid CO2
Capsaicin is mainly a non polar molecule owing to the presence of aromatic ring in most of the part, although it has OH and amide group due to which it is slightly polar hence its solubility will be more in liquid CO2
whereas in caeffine it is highly polar due to large number of resonating structure which is polar in nature hence caeffine is insoluble in liquid CO2
