A.

0.25*10^-5 = 2 significant figures

Rule: Zero before decimals are not calculated as significant figures.

B.

109.00 = 5 significant figures

Rule: Zero after decimals are calculated as significant figures

C.

0.07*10^-9 = 1 significant figures

Rule: All trailing zeros that are placeholders are not significant

D.

0.109 = 3 significant figures

Rule: zero between numbers are significant.
