\epsilon = molar absorbtivity = absorbance / (concentration × path length)

Given, absorbance = 0.40, concentration = 0.025 mM = 0.025×10^-3 M and path length = 1cm

Thus \epsilon = 0.40 / (0.025×10^-3 × 1) = 16000 M^-1 cm^-1
