Answer: The safety - net hospitals provides essential care to the patients within a low budget. It provides care to the low income of people in United States. The major challenges these hospital need to overcome such as less attention given by the federal government. It means that federal government spends less on safety net hospital. Hence this causes limited resources in the hospital. The second challenge is that there is less number of health insurance provided regarding these hospitals.

Any hospital requires a good amount of investment to improve the performance and quality of care provided to the patients. So, with low budget it is difficult to manage the care and treatment for the patients in the hospital. Stakeholders doesn't provide benefits regarding this hospital.

To resolve these problems it is important that the federal as well as state government should provide better opportunity to these hospital. Funding can improve the hospital condition and functioning.
