here,

the angle with the surface of water ,theta = 36 degree

the angle of incidence , i = 90 - theta

i = 54 degree

let the angle of refraction be r

the useful equation here is:

sin(i) / sin(r) = index of refraction of water / index of refraction of air

sin(54)/sin(r) = 1.33 /1

r = 37.5 degree

the angle of refraction is 37.5 degree
