2) Higher the electron accepting ability of the group higher will be the ability to leave as a leaving group.

Again higher the electronegativity of the atom higher will be the electron accepting ability which corresponds to a good leaving group.

Among H, Cl and NH2 , Cl is most electronegative atom thus Cl atom is the best leaving group among these three.
