The organisation hiring must get a clear picture of the candidate from his/her previous employer, if its laudable to recruit or not. They also learn about the behavior, ethical background, relevant work track record and other important matters pertaining to rehiring the candidate in their organisation.

2.a. Inform the applicant before doing so.

Informing applicants before checking references though not necessary, has to be done as a part of good mannerism. Its not necessary to ask their permission before checking references, unless they have expressly mentioned not to inquire with the references.
