Both toluene and mesitylene are nonpolar in nature. Thus, they elute accordiing to their boiling points.
A lower boiling point liquid eluted first in gas chromatography. Since, molar mass of toluene is lower than mesitylene and therefore posses low boiling point, hence it eluted earlier than mesitylene.
