1.51 = -log [H+]

[H+] = 3.09*10^-2 M

HClO2 dissociates as:

HClO2 -----> H+ + ClO2-

0.13 0 0

0.13-x x x

Ka = [H+][ClO2-]/[HClO2]

Ka = x*x/(c-x)

Ka = 3.09*10^-2*3.09*10^-2/(0.13-3.09*10^-2)

Ka = 9.637*10^-3

Answer: 9.64*10^-3
