10] If an object changes direction, it must instantaneously come to rest before the direction is reversed (provided the motion is purely one-dimensional). So, a velocity vs time graph will pass through the horizontal axis and the time when the graph changes the quadrant is the time when the object changes its direction.

11] Speed is zero when the direction changes.

12] Acceleration is a vector quantity and so it may not always be positive if the cart is speeding up. For example, a cart traveling in the negative horizontal direction will have a negative acceleration but it will be speeding up (increasing speed with time).
