The Lewis structures for phosphate ion are shown below. Central P atom is marked with red circle.

For the structure on left, octet is complete with 8 electrons each on P and O atoms. For the structure on right, octet is incomplete. It is an example of expanded octet with 10 valence electrons.

For the structure on left, P atom has 0 lone pairs of electrons and 4 bond pairs of electrons.

For the structure on right, P atom has 0 lone pairs of electrons and 5 bond pairs of electrons.
