The Medicaid is considered as a federal term that provide flexibility to each state for setting up their own requirements and evaluation criteria. The Medicaid plans in Michigan require an income test to provide health services. Some of them also require an asset test, however the Ohio Medicaid program tests the household seize and the amount of total income in comparison to the outgoing bills. Some Medicaid programs in Michigan such as the Healthy Kids and MI Child provide services to low income children below 19 years of age and pregnant women of any age without any income test. The Medicaid program in Ohio have strict standards that provide healthcare services to the people who really need them. Children and pregnant women are among the most common recipients of the program. Recently, adults that fall beyond the poverty level are eligible for the services. Programs such as CareSource are most effective in promoting health of children and services from associated doctors.

I believe that it is very effective for the Medicaid to provide the freedom to each state for implementing their own Medicaid programs. Diversity in the program enhances its efficiency. Moreover, each state has its own requirements and statistics. Medicaid programs in terms of those requirements are public centered and they can significantly enhance its efficiency. Yes, independence to set up the Medicaid does leave some Americans at disadvantage. The Medicaid programs are set on the basis of poverty. However, some states have biased programs that leave some people at disadvantage.
