According to Newtons 2hd and 3d Laws of motion, during a tug of war game there will be no winner if the same amount of strength is being applied. Force is a push or pull that acts on an object and requires an agent. Force is also a vector quantity. In the game of tug of war, the magnitude is measured as the amount of strength. (Rope is being pulled in opposite directions) Newtons 2nd law of motion states that f-ma, meaning acceleration is directly proportional to the force. Acceleration during the game will be zero, because the amount of force cancels each other out (net force will be zero). According to Newtons 3rd law, for every action there is an equal and opposite reaction. For example lets say you have three people on one side and five on the other, by them pulling on the rope with the same strength, the rope pulls back on them as well. According to Newton second law F = ma, the five persons apply a force on one side of rope, at the same time rope applies same force on the persons called Tension in rope. This two forces are equal and opposite but acting on different objects one on rope and other on persons. This is according to third law of Newton.

From second side of rope second team of three people other side also applies force on rope as a reaction tension develops in rope as earlier to cancel the force applied by the three persons. As object is not displaced these two tensions in rope are equal and opposite I. e., the force applied by two teams is equal.
