Phenol being the weaker acid does not react with weak Nahco3 so it goes into organic layer with toluene .

But NaOH being strong base can react with phenol making sodium phenoxide ( a salt ) which is soluble in aqueous phase and can be easily separated using seprating funnel .

Toluene in organic phase ( ether ). Ether can be easily evaporated or leaving behind pure toluene .
