Monetizing debt is two step process. In first step , government issues debt i.e government bond to cover it's spending and in second step central bank purchases such bonds in secondary market and perpetually rolls it over. i.e when government bonds becomes due and pay money to central bank, central bank will return such money to government, thus leaving the system with increased supply of money
