Answer #1

Using either a FMECA approach or some other appropriate RCA tool, identify five risk treatment actions you would recommend to the local Chief of Police to address an issue.

February 14th was the one-year anniversary of the Parkland school that shocked so many, but personally touched my Girl Scout family. Seventeen people lost their life of February 14, 2018 to a vicious school shooting at Marjory Stoneman Douglas High School in Parkland, Florida. The surrounding communities banded together in support and solace for the families, friends, classmates, and co-workers of those involved. Robert Runcie “the school superintendent, said at least two police cars were typically on campus on a daily basis. but is this enough? How can local authorities utilize FMECA to create a safer environment for our students, teachers, staff, and communities at schools?Manatee School for the Arts in Palmetto, Florida took a step forward in February 2019 and put the Safe-School Officer legislation to work for them and hired two combat veterans that will be armed with 9mm handguns and a semi-automatic rifle.

Our book states, “While failure mode, effects, and critically analysis (FMECA) was originally developed to consider engineering process risks, it can also be applied to any form of process - even if the process deals exclusively with intangible or people-based risks.”I propose the following five topics need to be evaluated and concentrated to provide more action for the shooting risks in schools.

1. Awareness – Provide training and lecture to students, faculty, parents and communities to see the signs of mental health instabilities as well as anger/violent behaviors.

2. Increased Student Services – Schools and community centers having services readily available to students and faculty is vital to their safety and success. Making sure that there is known outlets for students and faculty to go to and safe personnel for them to speak to without judgement of fear of retaliation.

3. Security–Offer training for qualified and comfortable faculty for concealed weapons permits, as long as they pass full background check and mental/behavioral evaluations. Provide trained armed guards like Manatee School for the Arts has. Evaluate entrance and exit policies for the schools to limit unnecessary foot traffic.

4. Prevention - Make students, faculty, parents, and authorities work together to keep everyone properly informed on risks and reactions in case a situation was to arise.

5. Limit Exposure – Should any event or disaster take place maintain policies for media exposure and have set practices in place for parents and guardians to safely access information and retrieve their students.
