Is it ever ethically permissible to use stigmatization as a tool of disease prevention and health promotion? If so, in what sort of cases? Should children ever be the targets of stigmatization?

Actually one of the 4 tenets of ethics is justice.The devoid of justice in  the disadvantaged patient who already needs help would be unethically imposed some sort of barrier on them. In stead The public health official themselve should look into the matter of health epidemic if any and prevent the spread of the disease.

No 2 the 2nd one is beneficiens. Morally we can not deprive them sharing same advantage with the other patients.

No 3 non malfaciens means doing no harm in ethics. But stigmatization definitely throw burden on their psychological aspect affecting their human rights.

So stigmatization should not be there both in adult and children.
