How do states continue funding/providing Medicaid when they are consistently in the red on their budgets (California has been for decades now)?

Medicaid Funding. Medicaid is funded by the federal government and each state. The federal government pays states for a share of program expenditures, called the Federal Medical Assistance Percentage (FMAP). Each state has its own FMAP based on per capita income and other criteria.

In the states like California when they are constantly red on their budget gets Medicaid from the countries those who are financially fit or constantly blue on their budget.Those countries will donate fund for the expenditure.
