The correlation and beta are relatively a benchmark, in this case the current portfolio. If X is Natasha Fund and Y is Hannah Stock then the portfolio is P = 0.6X + 0.4Y. If you then calculate beta for Y relative to benchmark P, you get Cov (Y, P) = Cov (Y, 0.6X + 0.4Y) = Cov (Y, 0.6X) + Cov (Y, 0.4Y) = 0 + 0.4 Cov (Y, Y) = 0.4 * 0.6 ^ 2 = 0.144. Here I have used Cov (Y, X) = 0 given in the task.

To get a beta, divide by the variance of the portfolio Cov (P, P) = 0.072.

For an optimal portfolio, the required return for the respective incoming securities relative to the portfolio should be equal to the expected return on the securities. If it is lower / higher one should increase / decrease the holding of that security.
