Suppose that a friend of yours states: " The optimal pollution level is clearly zero. Any level of pollution is obviously undesirable".

The optimal level of anything is attained where the marginal cost of producing or abating such thing equal the marginal benefit (marginal revenue) of such thing.

It is true that zero level of pollution is desirable. However, desirable level is not the optimal level.

The optimal pollution level is that level corresponding to which the marginal cost of abating pollution equals the marginal benefit from such pollution abatement.

This means that if at zero level of pollution the marginal cost of abatement is greater than the marginal benefit then in such case the zero level of pollution would not be optimal.

So, optimal pollution levels and the desirable pollution levels are two distinct things and should be seen as such and not to be confused as one and the same.
