As we know from ohm's law  

Resistance is inversely proportional to current

On arranging the resistances in parallel the net resistance decreases by factor of r, and hence current increased by the same factor,

The new current is I' = 4 I

Option (a) is correct

Since the circuit is now get short, so all the current by passed through the new wire and hence no value of current is being observed through R1.

Option ( c) is correct
