Numbering start from left side where double bond get least position and chain become of 7 carbons which contain methyl group at 3 and nitro group at 6.

Thus, name is 3-methyl-6-nitrohept-3-ene.

Double bond has E configuration because bulkier groups on double bonded carbon are on opposite sides.

Also configuration of chiral carbon is R due to clockwise rotation from least numbered group to highest numbered group. In numbering, NO2 got 1, double bond chain 2, and methyl group 3. Rotation from 1 to 3 is clockwise thus R.
