I will assess the willingness to pay(WTP) based on income for climate change because if willingness to pay is decided based on pollution level then for high level of pollution a very high environmental compensation tax/cess is to be paid which most of the people will not want to pay due to high amount and also due to their non-affordability reason which is due to their low income level since not everyone is capable of paying high level of environmental tax due to their low income level.
So willingness to pay based on income is the sound criteria for reducing the climate change/climate pollution/limiting the temperature at certain level.
