That arrow indicates hydrogen Bond.

Hydrogen bond is a force of attraction between Hydrogen atom that is bonded to electronegative atom and another electronegative atom. For example in given case that dotted line between Oxygen(an electronegative atom) and Hydrogen bonded to electronegative atom. Water is liquid due to this hydrogen bond. This is a weak interaction that can be easily formed and easily broken.
